Virginia’s First Resident-Owned Manufactured Home Community: A Milestone for Housing Stability

This fall, residents of Crestview Cooperative in Buena Vista made Virginia housing history—purchasing the land beneath their homes to become the Commonwealth’s first Resident Owned Community (ROC). The $3.95 million acquisition gives 71 families long-term stability, control, and the ability to build equity where they live.

Until now, most homeowners rented the land beneath their homes—leaving them vulnerable to rising rents or investor sales.

With Virginia’s first resident-owned community, homeowners can now control their housing future and build equity without fear of losing the ground beneath them.

A new report from Pew Charitable Trusts underscores that manufactured housing is one of the most promising—and underused—solutions to the affordable housing crisis.

The Crestview model demonstrates what’s possible when residents, advocates, and lenders work together to secure long-term affordability. With support from ROC USA, Virginia Housing, and ROC USA Capital, the cooperative’s purchase shows how resident ownership can transform vulnerability into stability—and set a new precedent for communities across Virginia.
