
Food programs are a lifeline for low-income Virginians. VPLC defends these programs in the legislature and the courts, because no one should have to choose between groceries and rent.
We advocate for better access to SNAP, WIC, and school meal programs while also working to ensure these supports aren’t cut, restricted, or made harder to access by red tape or stigma.

Protecting SNAP to Feed Families
The Supplemental Nutrition Assistance Program (SNAP) is one of the most effective tools we have to reduce hunger, especially for children.
VPLC works to strengthen and defend this critical safety net through:
- Advocacy at the General Assembly to block proposed SNAP benefit cuts.
- Public education campaigns to reduce stigma and increase enrollment.
- Legal efforts to challenge policies that deny eligible families access.
- Participation in coalitions that push for modernized and inclusive SNAP rules.
Making School Meals Free and Universal
No child should go hungry at school. VPLC supports universal school meals that provide kids the nourishment they need to learn and grow. Our work includes:
- Advocating for legislation that removes barriers to free breakfast and lunch.
- Free lunch programs that save the state money.
- Working with school districts and state agencies to expand access.
- Supporting policies that prohibit lunch debt shaming.
- Promoting healthy meal standards that meet nutritional needs.
Keeping Kids Fed – Even When School’s Out
Summer break shouldn’t mean missed meals. VPLC supports Summer EBT and similar programs that help families feed children year-round:
- Educating families about eligibility and how to apply.
- Supporting implementation of new federal and state programs.
- Advocating for permanent, adequately funded Summer EBT policies.
- Monitoring access challenges for rural and low-income communities.
Supporting Early Nutrition Through WIC
WIC helps pregnant women, infants, and young children stay healthy during the most critical early years. Our efforts focus on:
- Advocating for expanded eligibility and simplified enrollment.
- Promoting equitable access to WIC services in underserved areas.
- Educating families about the benefits and resources WIC offers.
- efending the program in state and federal policy debates.
