Ensuring Access to Affordable Utilities and Energy

Utilities are essential, and no one should have their power or water turned off because they’re facing financial hardships. We hold monopoly companies accountable to make sure low-income Virginians aren’t left in the dark.

VPLC is often the only organization representing consumers in utility rate cases. We fight unfair shutoff practices, advocate for affordable rates, and ensure that energy justice is part of economic justice for all. Our work protects vulnerable communities during extreme weather, public health emergencies, and economic crises. We believe every household deserves safe, reliable access to heat, cooling, and electricity, no matter their income.

VPLC’s Utility Helpline

When Virginians face unaffordable bills or looming shutoffs, our utility helpline connects them with critical guidance and resources. This means:

  • Offering free, one-on-one support to help people understand utility rights and options.
  • Assisting with disputes over billing errors, shutoffs, and payment plans.
  • Connecting callers to state energy assistance programs and legal protections.

Making Energy Assistance Easier to Access

No family should have to choose between keeping the lights on and putting food on the table. We work to make energy assistance programs like LIHEAP easier to access, especially for low-income households in underserved areas. Our advocacy includes:

  • Promoting simplified, user-friendly applications for energy assistance.
  • Educating policymakers and the public about the urgency of timely relief.
  • Pushing for consistent funding and reduced bureaucratic barriers.
  • Supporting outreach to rural and historically excluded communities.

Protecting During Public Health Emergencies or Extreme Weather

Extreme weather and public health emergencies make utility access a matter of life and death. We advocate for safeguards that protect vulnerable households from disconnection when it matters most. Our efforts include:

  • Fighting for utility shutoff moratoriums during COVID-19 and winter storms.
  • Promoting year-round protections for medically at-risk customers.
  • Supporting policies that require utilities to proactively reach out to vulnerable residents.
  • Advancing emergency relief programs and rapid response plans.

Fighting for Fair Rates and Shut-Off Protections

As utility costs rise, low-income households are hit the hardest. We work to prevent shutoffs and challenge unfair rate increases that place an outsized burden on communities facing historic and systematic discrimination. Our work includes:

  • Representing consumers in utility rate cases to stop excessive increases by monopoly providers.
  • Challenging billing practices and policies that harm vulnerable households.
  • Advocating for income-based payment plans and shutoff protections.
  • Demanding transparency and accountability from utility companies and state regulators.
