The Work Continues: New Virginia Laws and the Pursuit of Justice
As the nation reflects on 250 years of striving toward its founding ideals, new Virginia laws taking effect July 1 represent meaningful steps toward justice, dignity, and opportunity for all.

As we mark the 250th anniversary of the signing of the Declaration of Independence, we are reminded of words that continue to challenge and inspire us: “We hold these truths to be self-evident, that all men are created equal.” We also remember the opening promise of the U.S. Constitution: “We the People of the United States, in Order to form a more perfect Union, establish Justice…”
Those ideals have never been fully realized, and our history gives us reason for both encouragement and discouragement. We can be encouraged by the progress that generations of advocates, organizers, lawmakers, and communities have made toward greater justice. At the same time, we must be honest about the slow pace of change, the persistence of inequality, and the backlash that so often follows progress.
Just days before this historic anniversary, several new laws will take effect in Virginia on July 1 that move us closer to the principles expressed in our founding documents. These laws represent meaningful steps toward a Commonwealth where more people can live with dignity, fairness, and opportunity.
Progress is rarely quick or easy, but each step matters.

Virginia Poverty Law Center is proud to have fought for these changes alongside many partners, advocates, community members, and organizations—work that, in some cases, has taken many years. Progress is rarely quick or easy, but each step matters.
You may think these new laws do not apply to you, but we should remember another self-evident truth: “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.”
